The murder of a Class IX tribal student at the Kalinga Institute of Social Sciences (KISS) in Bhubaneswar has triggered sharp reactions among the adivasi community, with Bonai MLA Laxman Munda demanding a Central Bureau of Investigation (CBI) probe and calling for firm action against KISS, KIIT, and KIMS founder Achyuta Samanta.

Reacting to the case, Munda, on Monday, said the incident reflected a disturbing pattern and accused the investigating authorities of adopting a “sluggish approach” in addressing crimes against tribal communities. He demanded that the investigation be handed over to a central agency and that Samanta be brought within the scope of questioning.

“As an MLA, I would demand an immediate CBI probe. These incidents have occurred earlier as well. A girl took her own life (in KIIT) this year, and now an Adivasi boy has been strangulated. These matters must be probed in detail along with Achyuta Samanta and his vast empire,” Munda said.

Allegations of Influence and Administrative Shield

MLA Munda alleged that the influence wielded by the institutions under Samanta has hindered a fair investigation. He claimed that links between the administration and the institutions have weakened accountability.

“From what I have learnt, the spouses of several top administrators are employed at those institutes. It appears the administration is also involved, which is why he is not being probed adequately. He needs to be thoroughly interrogated,” the MLA said.

Warning of possible protests, Munda added, “If such steps are not taken, the tribal community will be forced to take to the streets of the state capital.”

Growing Demand for Independent Probe

The demand for a CBI inquiry has gained momentum, with tribal organisations, social activists and political leaders questioning the handling of the case. Several groups have alleged misuse of influence and suppression of key facts following the student’s death.

Rakesh Singh, president of the Dalit Adivasi Mahasangh, Mayurbhanj, alleged that institutional networks were being used to shield those responsible. “Be it KISS, KIIT or KIMS, many in the management are retired IAS or IPS officers or their spouses. They still have links with the administration and will try to defend Achyuta Samanta,” Singh said, reiterating the call for a CBI-led investigation.

Police Seek Medical Board Opinion

Meanwhile, in the latest development to the case, police have formally sought a technical opinion from a medical board regarding the conduct of doctors who treated the student.

Sources said the student’s treatment records and post-mortem findings have been forwarded to the board to assess whether medical protocols were followed and whether the records align with the post-mortem report.

Despite repeated allegations and public statements, no official response has been issued so far by Achyuta Samanta or by the authorities of KISS, KIIT or KIMS.
