Bhubaneswar: Terming the draft of The Prevention of Communal and Targeted Violence Bill-2011 (PCTV) as a "draconian document," Bajrang Dal on Saturday saw a deep rooted international conspiracy behind this proposed legislation.

"This bill has been cleared by the National Advisory Council headed by Sonia Gandhi at the command of foreign powers, no doubt. It seems that as part of an international conspiracy, the Hindu society, its organisations and leaders are being targeted," Bajrang Dal`s national convenor Subhas Chouhan told reporters here.

Stating that the draft bill was made public days after some US-based organisations put India in watch list, Chouhan alleged those US organisations overlooked miseries of Kashmiri Hindus and those in Tripura and Manipur.

They focused only on the riots in Gujarat and Orissa, he pointed out.

Reacting to certain provisions of the draft bill, the Bajrang Dal leader alleged the proposed law on PCTV Bill, 2011, would interfere in the working of the state governments and therefore an attack on the federal polity of the country.

"If the worker of a particular organisation is an accused in the communal violence case, then the head of that organisation will be held responsibile. This law would have provision to punish the leaders even without any fault of his," Chouhan pointed out.

The central government can use provisions under the PCTV to settle scores with state chief ministers for mistakes committed by any employee of the state government, he said.

Bajrang Dal will strongly oppose the Bill and launch a countrywide campaign against it, he warned.
