Cuttack: Odisha High Court today completed hearing on a PIL which challenged the recruitment of Odisha Civil Service (OCS) officers in 2010 on the basis of an advertisement made in 2006. A division bench comprising Chief Justice V Gopala Gowda and Justice B N Mohapatra asked the opposite parties to submit written arguments by Monday next.

One Sarada Prasanna Mohanty in his PIL said that the Odisha Public Service Commission (OPSC) in an advertisement in 2006 had invited application forms from eligible candidates to fill up 378 Class-II posts in several cadres, including Odisha Administrative Service (OAS) and Odisha Finance Service (OFS).

The recruitment process was completed in 2010 in which the state government appointed 73 candidates as OAS (Class-I) and 207 candidates as OFS (Class-I) officers while another 98 candidates were absorbed in other allied cadres as Class-II officers. The petitioner expressed surprise as to when all the candidates were tested for serving as Class-II officers, how could some of them were recruited as Class-I officers.
