The Odisha Transport Department announced on Thursday that green PUCC validity stickers will be made available from January 10 for vehicles holding a valid Pollution Under Control Certificate (PUCC).

As per a notification issued by the department, vehicle owners who have already obtained a valid PUCC will be eligible to receive the green sticker from their respective Regional Transport Offices (RTOs). Dedicated counters will be opened in all RTOs to facilitate the process.

How To Collect Green PUCC Sticker:

The latest guidelines mandate that only vehicles with a valid PUCC will be eligible for the green sticker. Before issuing the sticker, RTO officials will verify the vehicle’s pollution certificate, registration details, and records available in the VAHAN database.

The Transport Department has clarified that vehicle owners must produce the original or digital PUCC, a copy of the Registration Certificate (RC), and a valid identity proof at the time of collection.

If the vehicle owner authorises another person to collect the sticker, an authorisation letter signed by the owner will be mandatory, along with the identity documents of both the owner and the authorised representative.

Cut-Off Date And Two-Track Issuance System

The department has fixed January 10, 2026, as the cut-off date for implementation of the PUCC validity sticker system. Vehicles that obtained their PUCC up to January 9, 2026, will receive the sticker from the concerned RTO.

Vehicles tested on or after January 10 will receive the sticker directly from the authorised PUC testing centre at the time of emission testing.

Role Of Authorised PUC Testing Centres

For vehicles undergoing pollution tests from January 10 onwards, authorised PUC testing centres will issue the green sticker immediately after successful completion of the emission test and generation of Form 59. The Transport Department has explicitly stated that no additional fee may be charged by PUC centres for issuing the sticker.

Each sticker must match the PUCC details generated by the testing centre, and no sticker may be issued without a valid test and certificate.

For vehicles other than two-wheelers, the sticker must be pasted on the left corner of the front windscreen from the inside, clearly visible from outside. Two-wheelers must display the sticker at a conspicuous location on the exterior body of the vehicle for easy visibility during checks.

PUCC Sticker Not Mandatory

Transport Minister Bibhuti Jena had earlier clarified that displaying the green sticker on vehicles is not mandatory. The Department, however, stated that the sticker system will make verification of PUCC compliance quicker and more efficient during roadside inspections and enforcement drives.

Meanwhile, fuel retail outlets have been instructed to display notices stating that PUCC is a mandatory legal requirement, both in Odia and English. Fuel station staff have also been advised to guide vehicle owners without a valid PUCC to the nearest authorised PUC testing centre.

The Transport Department has also warned that issuance or use of fake or unauthorised PUCC stickers will attract strict action under the Motor Vehicles Act and Central Motor Vehicles Rules, including cancellation of PUC authorisation where applicable.
