The Enforcement Directorate (ED) has expanded its investigation into the illegal sand mining operations originating from Odisha’s Ganjam district, with the probe now extending to several neighbouring states, including Andhra Pradesh, Maharashtra, Goa, Chhattisgarh, Bihar, and different parts of Odisha.
The expanded investigation follows years of alleged illegal sand mining activities reportedly masterminded by Kripasindhu Muduli, a key figure believed to be at the centre of the Ganjam sand mafia. The ED is currently tracing the extensive network linked to Muduli, which investigators say has spread beyond Odisha’s borders.
Raids and Seizures Underway
As part of the ongoing crackdown, the ED has carried out multiple raids at various locations, including the residence of Ganjam BJD leader Hrushikesh Padhi. According to sources, the searches led to the recovery of substantial amounts of unaccounted cash and evidence related to illicit financial transactions connected to the sand mafia.
During one of the recent raids in Ganjam district, the ED also detected large quantities of smuggled country liquor, which officials believe is linked to the mafia’s illegal operations.
Network Spreads Across States
Investigators said the illegal activities of the Ganjam sand mafia are no longer confined to Odisha. The network is suspected to be operating across Bihar, Chhattisgarh and Maharashtra, with significant financial investments reported in Goa and Maharashtra. The scale of the operations and cross-border movement of funds has raised concerns over the growing reach of the syndicate.

The ED is continuing its probe into multiple illegal businesses allegedly run by the mafia, including illicit liquor distilleries in Ganjam, while further examining the trail of black money uncovered during the raids.
The investigation remains ongoing, and more action is expected as officials intensify efforts to dismantle the multi-state network.
