Odisha has been repeatedly cited in the Economic Survey 2025–26 for policy innovation and on-ground outcomes shaping reforms in growth, resilience and inclusion. From climate adaptation and skilling to semiconductor manufacturing and tribal livelihoods, the state’s experience was presented as a model for state-led transformation.
According to a The New Indian Express report, Odisha figured among six states hosting ten semiconductor manufacturing and packaging projects worth around Rs 1.6 lakh crore under the India Semiconductor Mission and Semicon India programme. Its Semiconductor Manufacturing and Fabless Policy was noted for strengthening domestic capabilities and supply chain resilience.
Skilling, Education & Tribal Livelihoods Praised
In higher education, the Mo College programme and the Higher Education Programme for Excellence and Equity were cited for boosting alumni engagement, research internships and centres of excellence. Odisha’s ITI reforms, driven by the Odisha Skill Development Authority’s ‘fix, scale, accelerate’ strategy, were praised as a template for addressing under-utilisation and scaling advanced training.
The “Strengthening of Livelihoods of a Rural Tribal Farmer” initiative in Gajapati district was highlighted for combining indigenous practices with low-cost technologies and market linkages. Household incomes reportedly rose from about Rs 1,500 to nearly Rs 90,000 annually, reducing distress migration.
Urban Reforms, Climate Action & Growth
The survey also mentioned Odisha’s liberalised building bye-laws, labour reforms expanding women’s work participation, and the ‘Garbage-Free Urban Odisha’ mission using bio-mining and material recovery. Paradip Port’s identification as a green hydrogen hub placed the state on India’s clean-energy map.

CM Mohan Charan Majhi said Odisha’s NSDP rose from Rs 6.99 lakh crore in 2023–24 to an estimated Rs 7.9 lakh crore in 2024–25, with 13.04% growth. Per capita NSDP reached Rs 1,68,966, reflecting improving living standards.
