In a major step towards making Bhubaneswar a rabies-free city and reducing dog bite incidents, the Bhubaneswar Municipal Corporation (BMC) has signed a Memorandum of Understanding (MoU) with multiple institutions for technical and scientific collaboration.
The MoU has been signed between BMC, Mission Rabies, Worldwide Veterinary Service (WVS) India, and the College of Veterinary Science and Animal Husbandry. The agreement aims to strengthen coordinated efforts in animal vaccination, disease prevention and public safety across the city.
Under the collaboration, a structured and scientific approach will be adopted to control rabies and reduce dog bite cases in the state capital. The initiative will focus on mass anti-rabies vaccination of stray dogs, capacity building, technical support and data-driven monitoring to ensure effective implementation.
BMC officials said the initiative is aimed at safeguarding city residents by addressing public health risks associated with stray dog bites. The partnership will also involve veterinary expertise, community awareness programmes and improved animal health management practices.
“We have signed MoUs with OUAT, Mission Rabies India. Under this initiative, we will try to curb the dog menace. Besides, efforts are on to strengthen the Animal Birth Control (ABC) programme,” said Chanchal Rana, BMC Commissioner.

BMC Mayor Sulochana Das said, “Bhubaneswar will soon become a rabies-free city and become the first city to be free from the virus. This is a very nice initiative. We have signed MoUs with OUAT and Mission Rabies India. They will provide us technical support.”
