In a landmark step towards modern governance, Ganjam district has emerged as the first in Odisha to adopt a fully paperless administrative system, marking a major shift in how government offices should function. Leading this transformation is the District Collector’s office, where all official procedures from note processing to file movement are now being executed digitally without the use of physical files.

The transition comes in response to earlier directives from the Odisha government, which had called for faster implementation of paperless operations across all departments through the OSWAS (Odisha Secretariat Workflow Automation System) platform. Acting on this vision, staff members at the Ganjam Collectorate have undergone a structured shift from conventional documentation to a complete e-office setup. Training, awareness sessions, and digital orientation were carried out to ensure smooth adaptation.

Officials say the move is expected to significantly improve efficiency. With documents processed online, file tracking will become faster and more transparent, enabling authorities to monitor progress in real time and reduce delays in decision-making. Departments including Revenue, Establishment and others have already started functioning entirely via computer-based workflows, marking a new chapter in the district’s administrative management.

The District Collector emphasised that this initiative will not only reduce the use of paper but also enhance accountability, streamline workflow, and ultimately ensure quicker and more seamless service delivery to citizens.

The model is likely to inspire other districts to follow suit, potentially paving the way for a fully digitised governance system across the State in the near future.
