DGP to probe into allegation against SAP chief
The confederation, the largest police body in the state, had served an ultimatum to the government to order a high-level enquiry into the conduct of SAP ADG, M Nageswar Rao, a 1986-batch IPS officer, accusing him of transferring policemen in an arbitrary manner. When contacted, Rao declined to comment on the issue and allegation levelled by the confederation. Confederation president Padmanav Behera said if the demands are not met by the deadline, constables, sepoys, havildars would launch indefinite stir from May 16.
The confederation also threatened to perform duties without food for three days from May 16 and if their demands are not fulfilled, they would boycott duties en mass from the next day, he said. "All the transfer orders given by Rao recently should be cancelled within 72 hours", the Confederation demanded. Alleging that the ADG was physically and mentally torture to lower rank policemen, the confederation claimed that the senior IPS officer was acting vindictively against it after it brought his conduct to the notice of the chief minister, home secretary and DGP about his conduct.
"The ADG within a span of a year has transferred more than 2000 lower rank policemen in an arbitrary manner. The transfers are designed in a way that executive members of the confederation are the worst sufferers," Behera alleged. The confederation also urged the government not to put the IPS officer in any post that has direct supervision over the force. Patnaik said the director of mines has been directed to provide detailed list of the villages and gram panchyats of mining bearing areas within two days.
A specialised consultant agency has been engaged to conduct a field survey about requirement of people and prepare Detail Project Report (DPR) on the basis of its findings. "BASIX has been asked to complete the DPR within 2 months," he said. At present a number of developmental programmes in mineral bearing areas are being implemented in theses areas.
The major programmes are Tribal Sub-plan Area Programme, Integrated Tribal Development Agency, grants under article 275(1) of Constitution, Modified Area Development Approach, Dispersed Tribal Development Programmes, special plan for KBK districts, Odisha Tribal Empowerment & Livelihood Programme, Tribal Development Co-operative Corporation of Odisha Ltd. and Odisha ST & SC Development Finance Corporation.
