Bolangir DM appears before Assly Protocol Sub-Committee

Bhubaneswar: Bolangir district Collector M Muthukumar has appeared before the Assembly Protocol Sub-Committee on Wednesday for allegedly violating Book Circular-47, a charge levelled by leader of opposition Narasing Mishra.

Collector M Muthukumar denied the charge while committee chairman Nrusingha Sahu saw violation of rules by the bureaucrat.

“It seems that the collector has violated the provisions of Book Circular-47 as he failed to present data over the acknowledgement even though the leader of opposition had written more than 50 letters”, Sahu said.

On the other hand Muthukumar claimed that there is no violation of Book Circular 47.

Sources said Leader of Opposition and Bolangir MLA Narasingha Mishra had drawn the attention of Assembly in this regard during the last session.

Mishra had alleged that the provisions, which clearly show the behaviour of bureaucrats with people’s representatives, are violated.

Acting on the allegation, Speaker Niranjan Pujari formed a Protocol Sub-Committee making BJD MLA Nrusingha Sahu was made Chairman.

The committee has six other members including Debashis Samantaray (BJD), Bibhutibhushan Harichandan (BJP), Prafulla Majhi (Congress), Mayadhar Jena (BJD), Bijay Mohanty (BJD) and Manohar Randhari (BJD).
