Big relief for motorists: Odisha may slash Rs 10,000 PUCC fine, hints Transport Minister

The Odisha government is considering a proposal to reduce the Rs 10,000 fine imposed on vehicles found without a valid Pollution Under Control Certificate (PUCC) at toll gates, Transport Minister Bibhuti Jena said on Wednesday.

Speaking to the media, Jena said discussions are underway to rationalise the penalty amount following concerns raised by vehicle owners. However, he made it clear that compliance with PUCC norms will remain mandatory and that there will be no relaxation in the enforcement of pollution control rules.

“We do not intend to penalise the common people. The government is examining the possibility of reducing the Rs 10,000 fine imposed at toll gates for vehicles without a PUCC. But just like a fitness certificate, a PUCC is compulsory for every vehicle,” the minister said.

PUCC Compliance to Remain Strict

The minister emphasised that with more than one crore vehicles operating in the state and a declining air quality index, ensuring pollution compliance is critical.

He said the move to reconsider the fine amount is aimed at making enforcement more practical while promoting environmental responsibility.

High Court Directive on Pending Challans

The development comes amid a recent ruling by the Orissa High Court regarding PUCC issuance. The court has made it mandatory for vehicle owners to clear all pending traffic challans before obtaining a Pollution Under Control Certificate.

The High Court directed that a PUCC cannot be issued unless all outstanding challans against the vehicle are fully paid.

Earlier, the Transport Minister had clarified that vehicle owners must clear traffic challans pending for more than 90 days before undergoing PUCC testing.

Balancing Enforcement and Public Concerns

While the government is reviewing the penalty structure, officials reiterated that pollution control norms are non-negotiable. The proposal to reduce the fine, if approved, is expected to strike a balance between strict enforcement and easing financial pressure on motorists.
