Bhubaneswar: Finance Minister Prasanna Acharya on Thursday presented supplementary budget of Rs 3932.41 crore in the state Assembly amidst pandemonium and ruckus by the Opposition demanding cancellation of question hour and discussion on the plight of farmers caused due to the unseasonal rains that damaged their standing crops.

The budget for the financial year 2012-13 envisages, among other allocations, the provision of Rs 100 crore for the waiver of farmers’ loans. It has also sought Rs 230.33 crore for the demand expenditure of Home Department, Rs 32.44 crore for police modernistation and Rs 75.50 crore for improving infrastructure of police stations in Naxal-hit areas.

The budget also provides Rs 80 crore for the construction of cement and concrete roads in the state.

Earlier in the day Speaker Pradip Kumar Amat adjourned the house two times, first till 12 pm and then till 3 pm, before adjourning finally till Friday as was unable to run the proceedings due to the hullabalo.

Leader of Opposition Bhupinder Singh raised the issue of farmers as soon as the House assembled for the day. "We demand cancellation of the question hour and hold a discussion on the plight of the farmers'," Singh said.

While Singh was speaking, other Congress legislators rushed to the well holding placards and shouting anti-government slogans dubbing ruling BJD as "anti-farmer."
