Bhubaneswar: Despite an estimated drop in State's share in Central taxes, Odisha on Tuesday presented a budget of Rs 1.50 lakh crore for the financial year 2020-21 as compared Rs 1.35 lakh crore for the year 2019-20.
While presenting the first paperless budget in Odisha Assembly, State Finance minister Niranjan Pujari informed that Odisha’s total revenue has grown from about 12.3% to 20.1% of GSDP between 1999-2000 and 2018-19.
This growth has been attributed to an increase in total size of public spending from about 16% to 23% of GSDP. As per the Revised Estimates for 2019-20, there will be a revenue surplus of Rs.6,175 crore and the fiscal deficit is estimated to be at 3.4% of GSDP which is within permissible FRBM target for Odisha, the Finance minister highlighted in his Budget speech.
“We propose a budgetary outlay of Rs.1,50,000 crore, which includes outlay of Rs.65,655 crore for Administrative expenditure, Rs.74,000 crore for Programme expenditure, Rs.3,200 crore for Disaster Response and Rs.7,145 crore for transfer to local bodies and development authorities. Besides, we propose to invest about Rs.6, 500 crore from off budget resources like OMBADC, DMF, State PSUs etc. to supplement the budgetary outlay,” said Pujari.
Sharing details, Pujari informed that the total outlay in budget is proposed to be financed mainly through revenue receipts of Rs.1,24,300 crore and borrowing and other receipts of Rs.25,700 crore.
Total revenue receipts for the year 2020-21 include Rs Rs.38,350 crore from State’s own taxes, own Non-tax revenue of Rs.17,650 crore, State’s share in Central taxes for Rs.36,300 crore and grants from Centre for Rs.32,000 crore.
Here are the key highlights of Odisha Budget 2020:
HEALTH
1. Rs.1,108 crore for Biju Swasthya Kalyan Yojana
2. Rs.578 crore for development and building infrastructure under Mukhya Mantri Swasthya Seva Mission
3. Rs.1,652 crore has been provided for National Health Mission for health care services, ambulance as well as building infrastructure.
4. Rs.1,000 crore (next two years) to to transform SCB Medical College into a state-of-art world class facility and into an AIIMS Plus integrated medical institution.
5. Rs.360 crore proposed for “Nirmal Scheme” to improve quality of sanitation and other services.
6. As 7 new Colleges at Puri, Jajpur, Keonjhar, Bhawanipatna, Sundargarh(by NTPC), Talcher (by MCL) and Kandhamal are in pipe line. An allocation of Rs.562 crore is earmarked for Medical Colleges.
7. A new scheme, Odisha Cardiac Care (OCC) Programme will be launched to expand the service in other Districts. Besides, a Cardiac Care Unit will come up in Jharsuguda in PPP mode with funding of Rs.75 crore from MCL.
As part of Odisha government’s mega plan to transform Puri into a World Heritage City, several projects like Shree Setu, Jagannath Ballav Pilgrim Centre, Multilevel Car Parking, Redevelopment of Municipal Market, beach-front vending zone and redevelopment of Swargadwar with total investment of Rs.3208 crore under the ABADHA Scheme has been undertaken. In the budget 2020-21, a sum of Rs.695 crore has been earmarked for ABADHA scheme.
EDUCATION AND SKILL DEVELOPMENT:
1. Rs 22,631 crore for education and skill development
2. Rs 400 crore for Odisha Adarsha Vidyalaya
3. Rs 3,157 crore for Samagra Sikshya Abhijan
4. Rs 800 crore for Midday Meal Scheme
5. Rs 40crore proposed for Mo School Programme, Rs 10 crore for Mo College Abhijan
6. Rs 231 crore for Gangadhar Meher SikhyaManakbrudhi Yojana (GMSMY), Rs.277 crore for construction of hostel for Tribal girls and urban hostel complexes
7. Rs 1,407crore earmarked for all students’ scholarships
8. Rs 200 crore for infrastructure development in Higher Education
9. Rs 45 crore for Laptop distribution, Rs 220 crore for RUSA, Rs 49 crore for Merit Scholarship.
