Bhubaneswar: The Odisha Government came up with reform policy under the Odisha Development Authorities (Planning and Building Standards) Rules, 2020 which will make building and planning norms uniform across the State and set the stage for a fully automated building plan approval system.
Housing & Urban Development Minister, Pratap Jena made the formal announcement in this regard on Friday. These rules are aimed at bringing uniformity of norms and procedure and do away with majority of the provisions of the multiple regulations notified by different Development Authorities. This will also help to introduce a common online platform for building plan approval throughout the State.
“This is for the first time that the State government has come up with such new rules. The changes in the regulations are aimed at attracting more investments in real estate sector and help a common man built his/her house without any hassles,’ said Jena.
Besides, the reforms will also have a positive impact on Gross Domestic Product (GDP). The rules will also solve the issues of homeless people in the urban areas,” added the Housing & Urban Development Minister.
“There are many exemptions, relaxations and incentives, which will not only make the small private buildings easy to plan, construct and occupy, it will also encourage construction of large scale high-rise projects to make the housing units more affordable”, stated the Housing & Urban Development department.

• Setting the Stage for Fully Automated Building
1. Rules made uniform for all Development Authorities.

• Proactive and People-centric Rules:
1. Relaxation in Setbacks
2. FAR restriction remove for low-risk buildings
3. 108 standard ready-made building plans made available to people for free
4. Restriction on commencement of construction removed
5. 5. Obtaining occupancy certificate for low-risk buildings made easy
6. Mix. use allowed to encourage commercial activities in residential zone
7. Dependency on architects, technical persons & DAs reduced
• Prioritizing Affordable Housing for MIG, LIG & EWS:
1. Relaxation in setbacks
2. Relaxation in road width (access road)
3. Relaxation in parking requirement
4. Relaxation in building criteria
5. 20 % reservation of land for EWS & LIG made mandatory
6. Rules brought in sync with amended Policy for Housing for All in Uban Areas, Odisha, 2015
7. Extent of governemnt land proposed to be released is highest in the country for Affordable Housing in PPP mode
• Promoting Real Estate:
1. Permissible limit of FAR enhance to 7, which is the highest in the country, to encourage growth of high-rise buildings
2. Setbacks reduced
3. Minimum plot size restriction for apartments removed
4. Up to 8 residential unit in one block not to be treat. aS apartment
5. Creation of more parking space encourage by exempting the stilt and basement from calculation of height
