Bhubaneswar: Voicing concern over banking indicators in the state marked by huge rural-urban divide, Chief Minister Naveen Patnaik on Thursday said the credit deposit ratio (CDR) of some of the strong public sector banks was below 50 per cent.

"An analysis of the key banking indicators in the state during the period ending June 30, 2011 will reveal some major underlying weaknesses," Patnaik said addressing the State Level Banker`s Committee (SLBC) meeting here.

While the overall CDR of commercial banks is reported to be 63 per cent, the ratio for public sector banks is only 57 per cent. "The CDR of some of the strong public sector banks is below 50 percent," he said.

If the CDR is disaggregated to rural and urban segments, a more `disquieting` picture emerges, he said adding while the overall CDR of rural branches of public sector banks is only 48 per cent, the corresponding figure for the urban branches is 72 per cent.

"How do we explain this huge rural and urban divide? With these numbers can we assert that rural areas have been our focus under the direct lending programmes?" he wondered.

On the performance of banks under Annual Credit Plan (ACP), Patnaik said against the target of disbursing Rs 8,832 crore for the first quarter, only 34 per cent of it had been achieved.

He said the picture was even more disturbing with regard to achievement in the agriculture sector, where lending by public sector banks was only 20 per cent of the target.

"Performance of a large number of public sector banks under ACP, more specifically to the farm sector, can hardly be reckoned as satisfactory," he added.
