Bhubaneswar: With some changes made in line with the Union Budget such as abolishment of non-planned and planned expenditures, Odisha Finance Minister Pradip Amat is going to present the State Budget for 2017-18 fiscal in the State Assembly on Monday.
With a Rs 1,06,000-crore budgetary allocation, the State Budget will have Administrative Expenditure, a rechristened form of non-planned expenditure; Programme expenditure instead of State planned expenditure, Disaster Response Fund replacing Central Planned Expenditure and Transfer Frame System instead of Centre-sponsored schemes.
Besides, the budgetary allocation will be made for different schemes instead of departments which had been done earlier.
Informing newsmen on the State Budget which will be tabled tomorrow, Amat said, “We have abolished the planned and non-planned expenditures in line with the Union Budget model and system have been put in place for budgetary allocation sector wise. Apart from this, the State government will present special agriculture budget.”
The Odisha government will also make special provisions in the State Budget for the revised wages of salaried employees working in the State government offices as a decision has already been taken to implement the Seventh Pay Commission recommendations in the State.

Electrification in more villages, setting up of five new medical colleges and investment in the State will also get priority in the State Budget to be tabled by Pradip Amat in the House tomorrow.
Commenting on the contours of the State Budget, Dilip Satpathy, resident editor of The Business Standard said, “Works for agriculture and rural sectors and development for infra in rural areas, women and farmers are also likely to get top priority in the State Budegt for 2017-18 fiscal.”

Former Finance Minister Panchanan Kanungo sees Rs 18,000-20,000 crore loan will be taken by the Odisha government in case it is presenting a Rs 1,06,000 crore budget for the next fiscal. “The total income of the State will be Rs 78,000 crore,” he added.
Kanungo concluded, “The State’s economic scenario does not seem good for 2017-18.”
