Bhubaneswar: Taking cognizance of the unabated rise in coaching centres in Odisha, the State government is mulling to introduce a bill soon to regulate these institutions.
With the introduction of the Odisha Coaching Institutes (Control & Regulation), Act 2017; within one month all the coaching centres will have to register with respective district collectors’ office with a registration fee of Rs 5,000. The validity of registration will be three years.
Besides, the private institutions will have to submit details such as strength, academic qualification and experience of teachers, quality of education and curriculum. The bill will also make it mandatory for the institutions to hire non-government teachers (with at least a graduation degree) or retired teachers.
The coaching centres will have to issue a prospectus, mentioning different curriculum, duration of completion of curriculum and tuition fees.

The regulation will also make it mandatory to have the below mentioned facilities for students:
- Sufficient furniture
- Sufficient lighting arrangement
- Drinking water
- Toilets
- Fire extinguisher
- Medical facility
- Facility for parking of cycles/vehicles
If any coaching centre is found flouting the guidelines, a penalty of Rs 25,000 to Rs 1 lakh will be imposed and the registration may also get scrapped.
“There is a need to ensure that coaching centres are imparting quality education,” said Higher Education Minister Anant Das.
“We welcome the move of the government. It’s the responsibility of the coaching centres to ensure quality education without indulging in commercialisation,” said founder of a private coaching centre, Vandana Mishra.

Students have also welcomed the government’s decision stating that it would give them proper information related to the coaching centres running in the State.
“We can get good facilities with the enforcement of the Act. It will also help us choose a better coaching centre,” said a student Pranati Mohanty.
