Bhubaneswar: After revelations about plots being issued to minors, now the Special Audit report has found irregularities in the way land allotted under the discretionary quota (DQ) has been used by beneficiaries.
The Special Audit report claims that several influential people who were successful in getting plots by submitting false affidavits are using the assets for ‘other purposes’.
As per the findings in the special audit report, a guest house of KIIT is now operating from a house that was allotted to one BK Mallick by State Housing Board under the DQ.
An office of Central Electricity Supply Utility of Odisha (CESU) is now functioning at Satyanagar on a house that was originally allotted to Chief Engineer, CESU, Bhubaneswar.

Files and documents relating to allotment of a house to a former employee of Odisha State Housing Board (OSHB) have reportedly gone ‘missing’.
Audit has found that a housing scheme was exclusively taken for the staff of OSHB in Kapilaprasad , which contravened the provisions of the state allotment Rules.
Sources said, construction work on the plots allotted under the discretionary quota has not been undertaken even after two years of allotment.
As a result, it is suspected that the possessors’ want to dispose of the property at much higher commercial rate for which no construction activity has been undertaken by them.
Out of the 8, 498 plots allotted under the discretionary quota, houses have not been constructed on nearly 6, 621 plots. All eyes are now on the next move of the State government as only in mere 22 percent cases construction activities have taken place as per actual building plans and prescribed norms.
Earlier, the General Administration had asked the Finance Department to conduct a special audit on plot allotments made under discretionary quota between January 1995 and 2015 by BDA, CDA and Housing Board.
