Bhubaneswar: Submitting its report on the alleged gang rape and suicide of the minor girl from Kunduli, the National Commission for Scheduled Castes (NCSC) panel which is probing the matter said that there has been gross negligence on the part of the State government, police and doctors.

Yogendra Paswan, the chief of the panel said, from ground zero assessment the callousness of the state government is quite evident. “No arrest has been made so far. Similarly, there is blatant discrepancy in the forensic reports. While the initial report points that the victim was sexually harassed, the subsequent report gives a totally different view. There is a hint of tampering by doctors as well,” he said.
