In a bizarre and embarrassing turn of events, a residence certificate was issued in rural Patna in the name of a stray dog, hilariously listed as ‘Dogesh Babu’, with parents named ‘Kutta Babu’ and ‘Kutiya Devi’. The incident, which took place in the Masaurhi circle under a special drive to update electoral rolls, has now sparked a full-blown administrative crackdown.
A Barking Blunder Goes Viral
The certificate, complete with the photograph of the canine, was processed under the Bihar Right to Public Service Act, which allows online applications for government documents after due verification. But instead of verifying, officials apparently took the process for a walk, issuing the certificate without raising an eyebrow over the absurd names or the furry applicant.
As screenshots of the certificate hit social media, netizens erupted in disbelief and amusement. Some mocked the system’s loopholes, while others questioned why Aadhaar and ration cards, long pushed as valid ID proofs were being sidelined in favor of such easily manipulated documentation.
Administration Wakes Up, Cancels Certificate
Once the incident came to light, the Patna district administration swung into action. The certificate, dated July 24, was immediately cancelled, and an FIR was lodged against the applicant, the computer operator who entered the data, and the official who approved the document.
A detailed probe has been ordered by the Sub-Divisional Officer of Masaurhi, with a report expected within 24 hours. Disciplinary action against the erring staff is also on the cards.
A Lesson in Lapses
While the incident may seem humorous at first glance, it shines a serious light on administrative negligence, especially during sensitive exercises like electoral roll revisions. For now, ‘Dogesh Babu’ might have fetched headlines, but it’s the system that’s in the doghouse.
