The State Transport Authority, Odisha, has initiated two authorized vehicle scrapping centres to provide a scientific and organised way of dismantling old and unfit vehicles. The centres are located at Govindpur in Khordha (Essar Prime Metals) and Kuakhia in Jajpur (Modern Traders).
According to the Odisha Vehicle Scrappage Policy, 2022, more than 18 lakh vehicles in the state have crossed their permissible lifespan and continue to contribute to rising pollution levels. The scrapping facilities will help curb emissions, improve road safety, and encourage eco-friendly recycling practices.
Benefits for Vehicle Owners
Vehicle owners, who hand over their end-of-life vehicles at these scrapping centres, will receive a Certificate of Deposit (COD). This certificate not only confirms deregistration of the vehicle but also allows the owner to claim several benefits like:
Tax Concession: Up to 25% reduction in road tax for new non-transport vehicles and 15% for transport vehicles purchased against the COD.
Manufacturer Discounts: Automobile companies may offer an additional 5% discount on new vehicle purchases.
No Registration Fee: Waiver of charges for registering a new vehicle bought against the COD.
Vehicle Valuation
At the scrapping centres, the value of an old vehicle will be calculated primarily based on its scrap weight. Typically, owners will receive around 6% of the ex-showroom price of the vehicle at the time of scrapping.
In case of obsolete or discontinued models, the price will be fixed through negotiation between the owner and the scrapping yard.

Officials have urged people not to delay the scrapping of old and polluting vehicles. By opting for scrapping, citizens can not only benefit financially but also contribute to a cleaner environment.
