Part plot sale notification likely this month, says Odisha Revenue Minister

After much anticipation, the Odisha government is likely to issue a formal notification regarding the sale of part plots (split land parcels) within this month. This was confirmed by Revenue and Disaster Management Minister Suresh Pujari on Friday while sharing a detailed update on the current status of the process.

Speaking to the media, Minister Pujari stated, “The permission process for part plot sales has reached its final stage. We are currently examining the matter closely, and the notification will be made public within the ongoing month.”

The issue of part plot sales — wherein large land holdings are divided and sold in smaller parcels — has long remained a topic of interest for landowners, buyers, and real estate developers. In recent months, stakeholders have been eagerly awaiting clarity on the government’s stance and regulatory framework on the matter.

Pujari informed that while the primary subject falls under the jurisdiction of the Urban Development Department, the Revenue Department is actively coordinating and conducting in-depth study of the current draft proposal. 

“We are closely reviewing the draft policy, and discussions are ongoing with stakeholders to ensure all concerns and legal parameters are adequately addressed,” the minister added.

He further clarified that discussions with landowners, developers, and other stakeholders are already underway, with a view to crafting a balanced and inclusive framework that ensures transparency and accountability in the part plot sale mechanism.

Once the final examination is complete and inter-departmental consultations are concluded, the government will issue an official gazette notification. 

“We expect to make the notification public within this month itself,” Pujari said, bringing hope to thousands of individuals awaiting this policy update.

The proposed move is expected to streamline land transactions, resolve long-pending bottlenecks in urban expansion, and facilitate planned real estate development across major towns and cities in Odisha. However, the success of the policy will depend on its clarity, enforcement mechanism, and responsiveness to the concerns of both sellers and buyers.
