The recruitment process for permanent Vice-Chancellors across 13 universities in Odisha is underway, attracting applications from more than 350 professors. Delays loom as several universities are yet to form Syndicates, a key requirement for finalising the appointments.

According to sources, the Odisha government has initiated the process of appointing permanent Vice-Chancellors (VCs) for various universities in the State. Over 350 professors have applied for the top academic positions across 13 universities. The deadline for applications closed on July 15. Higher Education Minister Suraj Suryabanshi has confirmed that the recruitment process is progressing rapidly and transparently.

However, delays are expected as most universities have not yet constituted their respective Syndicates, which are essential to complete the selection process. The scrutiny is further prolonged because several professors have applied to multiple universities.

This recruitment initiative follows a period of administrative vacuum and legal complexities. In 2020, the erstwhile BJD government’s amendments to the University Reforms Bill led to disputes over appointments of VCs and faculty, triggering several court cases.

After the current BJP-led government assumed office, legal discrepancies were resolved, paving the way for the Odisha University (Amendment) Act, 2024.

As per the new provisions, the Governor, acting as Chancellor, was informed about the urgency of filling the vacant VC and teaching positions. Utkal University recently received a directive from Raj Bhawan to recommend four names for syndicate membership, indicating progress in at least some institutions.

Still, the majority of universities have not submitted syndicate lists, raising concerns that the appointment process may be delayed. Educationists have emphasised the importance of a smooth and lawful selection process, warning that any misstep could once again lead to legal entanglements.

It is reported that the majority of applications have come from professors affiliated with Utkal and Ravenshaw universities, indicating strong competition for the VC posts.

“The Higher Education Department should carefully scrutinise the applications so that it does not lead to court cases in the future. If someone has applied for five different positions, that will reflect the names of five applicants. However, the actual number of applicants might be less,” eminent educationist, Dr. Prakash Sarangi, said to OTV.

“Selection (of the VCs) should be carried out properly; it does not matter if there is a delay of one and a half months,” educationist Sarangi stated when contacted.
