OUAT fills vacant posts with retired staff, leaving youth jobless: RTI revelations

RTI data reveals OUAT has 315 professor posts with 276 vacant and 520 non-teaching posts with 365 vacant, yet 76 retired staff were reappointed in the past year instead of hiring fresh candidates, sparking criticism from activists and students.

Retired employees are being reappointed instead of fresh recruitment at Odisha University of Agriculture and Technology (OUAT). Information obtained under the Right to Information (RTI) Act has revealed this practice.

According to the RTI data, OUAT has 315 sanctioned professor posts across various categories, out of which 276 remain vacant. Similarly, out of 520 non-teaching posts, 365 are lying vacant.

Despite such a large number of vacancies, the university has continued the practice of engaging retired employees instead of filling the positions through regular recruitment. In the past year alone, as many as 76 retired staff have been appointed to non-teaching posts.

While OUAT authorities could not be reached for their response on the matter, many retired administrators have expressed strong resentment over the practice.

"As per the information obtained under RTI, reappointments are being made in various departments following retirement. The youths are not given opportunities, and reappointments are being made. As many as 76 officers have been reappointed in OUAT. Same is the case in GAPG and Revenue Departments," said RTI activist Prakash Das.

"Obviously, new recruitment is made in smaller numbers. Those who have retired are getting appointments again. I think the new generation should be given chances, as the retired persons are saying that they don't need appointments anymore. Everybody knows the rate of employment among the young generation," rued a student.

"It should not be done. Many recruitments were done in 2014. This government has also made it an issue in the election. There is no need to give reemployment after retirement. If a senior class one officer is getting reemployment, two persons under him can get appointments with the amount of salary he is drawing," said retired administrator Sahadev Sahu.
