The Odisha Real Estate Regulatory Authority (ORERA) has issued a final ultimatum to real estate promoters across the state to submit the quarterly progress report (QPR) for the April–June 2025 quarter by July 31.
According to The Times of India, despite repeated instructions and the launch of the updated ORERA 2.0 platform, only 64% of registered projects have completed data uploads. The QPR is critical for informing homebuyers about the current status of ongoing housing projects.
In a fresh directive, ORERA has permitted one final window for submission, either through the digital portal or in prescribed manual format, by the end of July.
However, from the next quarter onwards, digital submission will be mandatory and manual formats will no longer be accepted starting September 2025.
Strict Penalties for Non-Submission
Under the Odisha Real Estate (Regulation and Development) Act, 2016, submission of QPRs is a statutory obligation.
Failure to comply could invite penal action, including monetary penalties, refusal of project extensions, and even cancellation of project registration. Promoters are also required to submit audited financial statements within six months of the end of every financial year.
ORERA has warned that if promoters continue to default, enforcement actions will be taken without further extensions. The authority emphasised that immediate completion of the one-time data update process in the ORERA 2.0 portal is essential to avoid digital submission issues.
Coinciding with the compliance push, a high-level review meeting chaired by Chief Secretary Manoj Ahuja got underway today. Notably, this is the second such meeting since June, following a leadership change within ORERA.
