Odisha RERA launches CDR Cell to expedite home-buying dispute resolution

The Odisha Real Estate Regulatory Authority (ORERA) has taken a significant step to streamline the resolution of disputes between homebuyers and promoters by establishing a Conciliation and Dispute Resolution (CDR) cell.

The move aims to provide a faster, cost-effective, and amicable alternative to formal court proceedings, enabling both parties to reach mutually acceptable solutions.

Framework and Functioning

According to The New Indian Express, the CDR cell will operate as an alternative dispute resolution platform under the provisions of the Real Estate (Regulation and Development) Act, 2016.

Disputes involving promoters, agents, and allottees that fall under RERA’s jurisdiction can be referred to the cell for conciliation, provided both parties consent.

The cell is mandated to resolve cases within two months, and agreements reached through the process will be binding. If no settlement is achieved, the disputes will revert to ORERA or the appropriate courts for formal adjudication.

Strengthening Regulatory Oversight

The launch of the CDR cell complements Odisha’s broader efforts to tighten real estate regulations.

Earlier this year, the state government enhanced ORERA’s enforcement powers, including real-time notification of project approvals from all planning and development authorities, integration with digital land records and project verification portals, and coordinated enforcement with the Housing and Urban Development Department and revenue authorities.

District collectors and tehsildars have been tasked with reporting illegal real estate activities, while monthly coordination and review meetings ensure ongoing oversight.

By combining the CDR cell with strengthened regulatory mechanisms, the state aims to protect homebuyers’ rights while ensuring builder accountability.

The approach not only facilitates faster dispute resolution but also introduces structured oversight, digital integration, and dedicated enforcement support. Legal experts are set to be appointed in the cell to provide guidance, and the state is monitoring best practices from other regions to enhance the effectiveness of the initiative.
