Odisha will celebrate the centenary of its formation in 2036, and India will commemorate 100 years of Independence in 2047—two historic milestones that offer us unparalleled opportunities to propel our state's growth and make a lasting impact. 

As Odisha strives to play a leading role in the 'Viksit Bharat' initiative, it is a great opportunity for us to prepare a roadmap for the Odisha Vision 2036 and 2047 mission.

Odisha Chief Minister Mohan Majhi on Friday informed that as there is no double engine government, the state is marching together for the all round development. Odisha has vast opportunities and efforts are on to grab them.

Recently, Union Minister Nitin Gadkari had visited Odisha and had reviewed several NHAI projects and laid foundation for Rs 4000 crore projects. He asked the Odisha government what more needs to be done for the infrastructure development. Subsequently, the state proposed additional Rs 9000 crore projects and he announced it the same day as per the proposal of the state government.

The Odisha government is committed to convert Odisha into an industrial hub.  The roadmap for 2036 and 2047 has been completed and a vision document has been prepared. It will pave way for a prosperous Odisha, said CM Mohan Majhi.

Odisha will be the first state to analyse the proposals submitted by people through Artificial Intelligence. 

The document, formulated through a wide-scale participatory process, incorporates inputs from over 3.2 lakh citizens, including more than 50,000 students, making it one of the most inclusive planning exercises in recent years.

Speaking about the initiative, Chief Minister Mohan Charan Majhi said that the government has identified 36 key proposals to shape the future of Odisha. These proposals aim at transforming the state into an economic powerhouse with a $500 billion economy by 2036 and a $1.5 trillion economy by 2047. The plan envisions generating over 1 crore employment opportunities by 2036 and turning 70% of women into active members of the workforce.

Key Highlights Of Vision Document

The Chief Minister emphasized that "big achievements need big thinking," and the Vision 2036 plan reflects this forward-thinking strategy.  “We have identified 36 primary works to be undertaken which is a strategic step which will help us to realise our goals,” he said.

A draft of the Vision Document has already been prepared, highlighting focus areas like eco-tourism, disaster resilience, urban-rural equality, and comprehensive social welfare. Under this vision, the state intends to make villages as developed as cities, ensuring access to all necessary facilities and services.

To implement this roadmap, the government has targeted a Rs 10 lakh crore investment in the corporate sector, with a goal of creating 5 lakh jobs in five years. Sectors such as textiles, food processing, IT, and ITES are set to receive focused attention for employment generation.

Urban planning is another major component of the vision. Plans are reportedly underway to develop urban corridors between Cuttack–Bhubaneswar–Puri and Jharsuguda–Bargarh–Sambalpur, which will be designed to attract industry, improve mobility, and offer smart-city amenities.

Importantly, the Odisha government is leveraging modern technologies, including Artificial Intelligence (AI), in preparing this document to better analyze citizen feedback and create a data-driven framework. The NITI Aayog and central government’s policy guidance have also supported the preparation of this vision.

Focus Areas of Vision 2036

Apart from economic growth, the Vision 2036 document focuses on strengthening education, healthcare, women and youth empowerment, and preserving Odia identity and culture. The roadmap lays emphasis on ensuring food security, reducing malnutrition, and improving the quality of life for all citizens.

Overall, the Vision 2036 initiative marks a bold step in Odisha’s journey toward sustainable development, inclusive growth, and cultural pride, the Chief Minister added.
