Odisha govt revises documents required for house building advances for Secondary teachers, govt employees
On Friday, the Odisha government revised the documents required for the sanction of House Building Advances (HBA) in favour of Secondary Education Teachers and other employees.
In a letter to all the state's District Education Officers, the Directorate of Secondary Education, Bhubaneswar, directed everyone to adhere to the guidelines formulated by the Finance Department.
“It is stated that several House Building Advance proposals of Secondary Teachers and other employees (i.e. Group C & D) are being received from different District Education Officers of the State without adhering guidelines as formulated by Govt. of Finance Department Office,” the letter read.
A copy of the following documents should be submitted along with the proposals.
New Purchase of Land
1. In case of purchase of land, details of land to be purchased, cost of the land, agreement with the seller to be submitted.
2. Application for the release of the 2nd installment of 40%, must accompany ROR of the Homestead land, approved plan by Rural/Urban authority, Estimates duly countersigned by Executive Engineer R&B/RD/BDA/Housing Board and registered mortgage deed.
Construction of house on existing land
1. For 1st installment, copy of ROR of Homestead land, approved plan by Rural/urban Authority, and detailed estimate duly countersigned by Executive Engineer R&B/RD/BDA Housing Board.
2. For 2nd installment utilization certificate duly countersigned by the Executive Engineer R&B/RD/BDA/Housing Board in respect of 1st installment.
Purchase of Ready-built house
1. For the first installment, the allotment letter from BDA/Housing Board/Builder or consent letter of private seller, draft agreement deed, surety bond, undertaking to mortgage the house.
2. For 2nd installment, payment receipt from the seller in respect of the first installment of advance.
Worth mentioning, the Odisha government has hiked the House Building Advance (HBA) from Rs 25L to 40L for state government employees. The loan will be disbursed to the government employees in two phases in a 60:40 ratio.
