The Odisha government on Wednesday approved the Odisha Artificial Intelligence Policy (2025), marking a significant milestone in the state’s journey toward harnessing the transformative potential of Artificial Intelligence (AI) to improve governance, stimulate innovation, enhance data-driven decision-making, and enable socio-economic development.

The policy is part of Odisha’s broader digital transformation agenda and aims to embed AI across sectors by promoting responsible, secure, and scalable adoption of AI technologies.

‘Roadmap Built Around Four Foundational Pillars’

The Policy outlines a clear roadmap built around four foundational pillars: AI infrastructure, skills, energy, and regulatory frameworks. It provides a strategic blueprint for facilitating high-end compute capacity, enabling access to large, open datasets, fostering industry-academia collaboration, and ensuring sustainable and green AI deployment.

A key highlight of the Policy is the creation of a dedicated Odisha AI Mission, which will serve as the apex institutional mechanism to implement AI initiatives across departments, facilitate use case development, coordinate pilot projects, and provide support to public agencies, startups, and academic institutions.

Two-tiered Governance Structure:

The Mission will also have a two-tiered governance structure comprising a high-level AI Taskforce and an AI Cell housed at Odisha Computer Application Center (OCAC), to drive cross-sectoral AI adoption, facilitate pilot projects, and support use-case acceleration.

Further, the Policy identifies high-impact AI use cases across critical sectors such as healthcare, agriculture, education, climate change, disaster management, and governance. These include AI-assisted disease prediction and screening, smart irrigation and crop diagnostics, multilingual AI tools for personalized education, predictive disaster response systems, and intelligent citizen engagement platforms.

Ethical and Responsible Deployment of AI:

In line with global standards, the Policy places strong emphasis on the ethical and responsible deployment of AI. It proposes robust data governance frameworks and institutional mechanisms to prevent misuse, bias, or harm from AI systems. It also commits to Odisha’s AI development with national and international best practices for trusted and secure AI.

With this Policy, Odisha seeks to position itself as a leading hub for AI-led public innovation, AI startups, and export-ready AI solutions. The notification of the Policy is expected to act as a catalyst for the state’s emerging AI ecosystem and strengthen its alignment with the objectives of the Indian AI Mission across domains such as compute, skills, datasets, financing, innovation, and AI in governance.
