The Odisha government has granted standing permission and No Objection Certificate (NOC) to all teaching and non-teaching employees under the School and Mass Education (SME) Department, including those working in fully-aided educational institutions.
In its order released on September 13, the govt stated that its education staff will no longer be required to seek fresh approval each time they apply for jobs or appear for recruitment examinations conducted by UPSC, OPSC, OSSC, OSSSC, or the State Selection Board.
The SME department stated that the decision will save employees from delays caused by repeated applications for permission.
Conditions Attached To The Standing Permission
The order clarified that while employees can freely apply for jobs and appear for examinations, certain conditions remain in place. Applicants must not neglect official duties, and prior approval will be necessary for availing leave or leaving headquarters to attend examinations or interviews.
The standing NOC does not automatically entitle an employee to be relieved from service upon selection. In such cases, separate approval through proper administrative channels will be required. It also added that the government has reserved the right to deny relief from service in the public interest or on valid administrative grounds.

Step To Streamline Administrative Process
According to the department, it frequently receives numerous applications from employees seeking individual NOCs for competitive examinations.
The standing order is expected to streamline the process by eliminating the need for repeated approvals, ensuring the timely submission of applications to recruitment agencies.
The department directed that this order shall henceforth serve as a permanent NOC for employees under its administrative control and may be produced before recruitment organisations or prospective employers as required.
