The Odisha government has issued guidelines for the re-engagement of retired government servants on a contractual basis.
As per the guidelines, there will be a selection process for the re-appointment of retired government servants. Their selection will be made through open advertisement or any method as decided by the Government from time to time.
For their appointment, a selection committee will be constituted that will decide the re-engagement of retired employees on the proposal of the concerned Administrative department.
While the chief secretary will be the chairman of the selection committee, the ACS of the GA & PG Department and the secretary of the Finance department will be its members, the secretary of the respective A/D will be its member convenor.
The Secretary of the AD will present the proposals before the Committee and have to satisfy the committee about the compelling reasons for the re-engagement of such employees. All re-engagements shall be resorted to only in rare cases and not as a matter of routine.
Without the approval of the Chief Minister, no re-engagement will be carried out, said the guidelines.
Regarding the eligibility conditions, officers who have retired from Government service on attaining the age of superannuation and are below the age of sixty-five years with good service records and are physically fit shall be eligible to be considered for re-employment.
And, officers against whom departmental proceedings (u/r15 or u/r 16) or criminal cases are pending or who have been penalized for misconduct during the period preceding five years shall not be considered for post-retirement re-engagement.
Similarly, officers having "Outstanding" CCR/PAR for a continuous sixty months before superannuation can only be considered for re-engagement. (NRC shall not be deemed to be OUTSTANDING)
If adverse remarks were recorded in officers’ CCR/PAR during the preceding ten years of superannuation, they will not be considered for re-engagement.
