Odisha government effects OAS reshuffle, transfers senior officers across key districts

The Odisha government has ordered the transfer of several senior Odisha Administrative Service (OAS) officers, placing them in key district-level and departmental positions.

The Odisha government has ordered the transfer of several senior Odisha Administrative Service (OAS) officers, placing them in key district-level and departmental positions.

The General Administration and Public Grievance Department issued a notification in this regard on September 9, confirming the changes effective from September 10 in the afternoon.

Appointments Of New Additional District Magistrates

According to the notification, Shri Sangram Sekhar Panda, OAS (SAG), Registrar (Administration) of MKCG Medical College & Hospital, Berhampur, has been transferred and appointed as Additional District Magistrate (ADM) of Padampur in Bargarh district.

Similarly, Shri Dukhabandhu Nayak, OAS (S), Joint Secretary to the Government in the Higher Education Department, has been posted as ADM of Mayurbhanj district. Both appointments were made under the provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023.

Other Key Transfers And Cancellations

The notification further stated that Shri Paresh Kumar Nayak, OAS (S), Deputy Commissioner, Enforcement, Bhubaneswar Development Authority, has been moved as Joint Secretary to the Government, Higher Education Department.

Shri Yudhistir Meher, OAS Gr.A (SB), who was earlier posted as Registrar of Indira Gandhi Institute of Technology (IGIT), Sarang, has been appointed as Additional Sub-Collector of Anandpur in Keonjhar, and his earlier posting to IGIT has been cancelled.

Likewise, the posting of Shri Mani Prasad Mira, OAS Gr. A (SB), as Additional Sub-Collector, Anandapur, issued in July, has also been cancelled.

Immediate implementation of orders

The government has directed all officers concerned to be deemed centrally relieved from their current assignments with effect from September 10, 2025 (afternoon). They have been instructed to join their new postings without availing the joining time.
