The State Election Commission of Odisha has issued a series of notifications announcing the schedule for by-elections to various rural local body posts, including Zilla Parishad Members, Panchayat Samiti Members, Sarpanchs, and Ward Members. 

These by-elections have been necessitated due to vacancies arising from death, resignation, disqualification, or de-reservation of reserved seats due to the unavailability of eligible candidates. The nomination processes will begin on May 26 and continue through May 31, excluding government holidays.

The polling across all categories is scheduled to be held on June 23, 2025, from 7:00 AM to 1:00 PM, with counting set for June 24, 2025. The Model Code of Conduct will remain in force in the concerned constituencies from May 20 to June 24, 2025.

The results will be submitted to the State Election Commission on June 25, 2025 and the name of the duly elected members will be published on the official gazette on June 26, 2025.

Key Highlights:

Zilla Parishad By-elections will be conducted in districts such as Kendrapara, Keonjhar, and Sambalpur covering constituencies like Derabish, Rajnagar, Ghatagaon, and Dhankauda.

Panchayat Samiti Member By-elections will take place in over 40 constituencies across 21 districts including Angul, Balangir, Balasore, Ganjam, Jajpur, Mayurbhanj, and Nayagarh.

Sarapanch and Ward Member By-elections have been announced for multiple Gram Panchayats in districts like Balangir, Boudh, Cuttack, Gajapati, and Kandhamal.

Additionally, fresh elections are scheduled for 771 Ward Member positions where seats were de-reserved due to non-availability of candidates from reserved categories. These cover 13 districts including Balasore, Kendrapara, Malkangiri, and Koraput.

The State Election Commission has directed all concerned officials to display the election schedule prominently and ensure strict compliance with the code of conduct. Political parties are required to submit necessary forms within the stipulated deadlines.
