Odisha government on Monday issued a formal notification regarding appointment of Mirdha Toppo as the Special Secretary to the Chief Minister Mohan Majhi. OAS Mirdha Toppo is currently posted as PD DUDA in Keonjhar district.

Toppo’s career trajectory is a testament to his commitment and administrative acumen. He began his journey in grassroots governance, serving as Block Development Officer (BDO) in Patna, Karanjia, and Jhumpura blocks. His effective leadership and people-centric governance at the block level earned him widespread appreciation and set the foundation for future responsibilities.

Following his success as a BDO, Toppo was subsequently promoted and posted as Additional District Magistrate (ADM) in Bargarh district, where he played a pivotal role in overseeing key developmental initiatives and coordinating disaster response during floods and other emergencies.

Continuing his upward journey, he later served as the Project Director (PD) of the District Urban Development Agency (DUDA) in Keonjhar, focusing on urban planning, infrastructure enhancement, and the implementation of centrally sponsored schemes in the urban areas of the mineral-rich district.

Now, with this latest posting, Mirdha Toppo joins the Chief Minister’s Office (CMO) as the Special Secretary to the Chief Minister, marking a significant milestone in his administrative career. The role is considered crucial, involving direct coordination with the state’s top executive and handling sensitive policy matters, public grievances, and departmental communications.

Toppo’s rise through the ranks:

From block-level field postings to a critical position in the state secretariat, Toppo has been met with appreciation from his colleagues and officials across the administrative framework. His elevation is seen as recognition of his efficiency, discipline, and deep understanding of governance at both rural and urban levels.

Officials expect that Toppo’s experience across diverse administrative roles will bring added strength to the Chief Minister’s Office, particularly in managing state-wide initiatives and coordinating with departments for swift policy execution.
