The Government of India is set to approve a Rs 8,300 crore, 110-km six-lane Bhubaneswar Bypass to enhance connectivity between Khordha, Bhubaneswar, and Cuttack, reducing travel time by 40 minutes.

The Government of India is poised to approve a major infrastructure upgrade in Odisha—110 km, six-lane Greenfield Capital Region Ring Road (also referred to as the Bhubaneswar Bypass)—at an estimated cost of around Rs 8,300 crore. 

This ambitious project aims to link Khordha, Bhubaneswar, and Cuttack with smoother traffic flow, significantly reducing current transit times.

Once operational, the new bypass—designed as an access-controlled expressway—will slash the highway travel time between the three cities by approximately 40 minutes, bringing it down from the existing 120 minutes to roughly 80. 

This initiative is expected to not only ease congestion in urban hubs but also support the efficient movement of goods and commuters across the capital region.

In alignment with the central government’s guidelines for constructing bypass roads, the Odisha government has agreed to share 50 percent of the expenses related to land acquisition. The estimated land cost for the project is pegged at Rs 1,029 crore. The massive infrastructure venture is being segmented into three distinct packages to facilitate smoother execution.

This 110-km corridor will be packed with advanced structural elements, including six interchanges, four elevated road sections, and a network of bridges—comprising five major and 44 minor ones. In addition, the route will include three dedicated railway overbridges and 17 underpasses meant for vehicles, aiming to ease traffic congestion and ensure seamless travel across the connected regions.

Sources close to the project reveal that the construction will follow the Hybrid Annuity Model (HAM), a financing method that combines the best aspects of both public funding and private sector investment. Under this model, the selected contractor will be responsible for completing the construction within two and a half years. Moreover, the winning firm will also be tasked with the maintenance of the entire stretch for duration of 15 years post-completion.

This integrated and time-bound approach is expected to accelerate the execution process while ensuring quality upkeep of the road infrastructure in the long run. By blending efficient design, advanced engineering, and sustainable financing, the Bhubaneswar Bypass project stands poised to become a model for future infrastructure development in Odisha and beyond.
