Bali Yatra 2024: Cuttack admin, traders in pickle after Orissa High Court’s suggestion 

The Orissa High Court's venue suggestion for Bali Yatra has left Cuttack administration puzzled. Traders face uncertainty as bookings for Upper Ground plots are almost complete, and a meeting is planned to resolve issues.

The Orissa High Court’s suggestion regarding the venue of the famous Bali Yatra has left the Cuttack district administration in a quandary. 

On September 30, while hearing a petition on civic issues of the Millennium City, the state’s apex court advised the authorities to organize Bali Yatra, one of the largest open fairs of the country, only on the Lower Ground. 

The advocates’ committee had contended that holding the fair on both Lower and Upper Grounds may give rise to severe traffic problems, even a stampede-like situation. It had pleaded that the Upper Ground may be used for parking purposes. 

However, the High Court’s advice has left the district administration in a tight spot.  While the booking for plots on the Upper Ground has already been completed, the process for the distribution of plots is in its last stage. 

Meanwhile, the traders opting for plots on the Upper Ground are oscillating between hope and despair.

“Had the decision come a bit earlier, we could have opted for Bhubaneswar Bali Yatra. At this point of time, the sudden decision has left us nowhere,” said Suresh Kumar Nayak, a businessman. 

Echoing the same, another businessman Niranjan Das said, “They are asking Rs 500 per square foot. For a 10X10 plot, we will give Rs 50,000. And, if the tent cost is added, it will be something around Rs 70,000. How much profit we will earn?”

Meanwhile, the additional district magistrate said steps would be taken while keeping the interest of businessmen and people in view. 

“A meeting under the chairmanship of the district Collector is scheduled to be held on November 4. Since we are already at an advanced stage, after discussion on what steps can be taken this year, we will inform our decision to the High Court,” said Umakanta Raj, ADM, Cuttack. 

“In the case of organising Bali Yatra on both grounds, a stampede-like situation on the narrow passage connecting the Upper Bali Yatra Ground to the lower Ground is inevitable.  The High Court has directed the Collector to convene a meeting and inform the Court about the alternatives on November 7,” said Bibhuti Bhusan Choudhury, a member of the advocates’ committee.
