In a significant and concerning observation, Odisha Governor Hari Babu Kambhampati has expressed deep disappointment over the lack of awareness among the state government officials and the general public regarding several important welfare schemes launched by the Central Government.
Speaking at a public event on Monday, the Odisha Governor stated that during review meetings held across various districts, he found that when asked about Central welfare schemes, most officials were unable to respond or provide any details. This not only reflects a serious information gap among the administrative machinery but also indicates why a majority of the eligible population continues to remain outside the ambit of these benefits, he said.
Citing data, the Odisha Governor mentioned that around 95% of the people in Odisha are still unaware of the numerous social security schemes introduced by the Central Government. Even among those who have some knowledge, very few have enrolled or availed themselves of these benefits, said the Governor.
The Governor emphasized that many of these schemes, especially those related to insurance, pensions, and financial security, require minimal premium contributions. Yet, due to poor awareness and inadequate outreach, eligible beneficiaries are missing out. He urged the public to become more informed and proactive, and called upon the administration to ensure better dissemination of information at the grassroots level.
The Odisha Governor further pointed out that cybersecurity has emerged as a growing challenge, and citizens must remain alert and informed about digital threats. The Governor stressed the need for increased vigilance and digital literacy, particularly as digital platforms are increasingly used for accessing government schemes and services.
“Many of the people in Odisha are not aware of the schemes available, even if they are aware, they do not know how to join the schemes. I do not know the reason. In the elite society also, if I try to inquire, how many people have joined ABC schemes, out of the gathering, not even 5 percent of the people will raise their hands, indicating that they have joined the schemes. It shows that 95 percent have not joined,” said the Odisha Governor.
Concluding his address, Governor Kambhampati reiterated the importance of both awareness and action, highlighting that successful implementation of welfare schemes depends not just on policy formulation but also on effective communication and public participation.
Social activist Jagadanand said, “The government is making schemes. When a new government comes, schemes change, and new schemes are added. Today, there is a scheme for every problem that people have. People will get benefits if panchayat-level officials are aware. If the Odisha Governor has raised the issue, it is important. Hence, it is important to strengthen the panchayat system.”
The social activist also emphasised adequate training of officials and other aspects for better implementation of the schemes.
