Starting October 1, 2025, the Ministry of Railways will enforce a new rule to curb misuse of online bookings. During the first 15 minutes after general reservations open on the IRCTC website or app, only Aadhaar-authenticated users will be allowed to book reserved general tickets.
Why the Change?
According to the ministry, the move aims to ensure that the reservation system benefits genuine passengers rather than being cornered by touts or agents. A similar restriction has been in place for Tatkal bookings, and officials said the success of that step prompted its extension to general reservations.
Agents Allowed After 15 Minutes
Once the 15-minute window closes, authorised ticketing agents will be permitted to book tickets online. However, the ministry clarified that there will be no change in the timings for booking through computerised PRS counters at railway stations. Agents will also continue to face the existing 10-minute restriction at counters before they can make reservations.

Implementation Details
The ministry’s circular directed CRIS and IRCTC to make the necessary technical modifications to implement the rule and inform all zonal railways. Officials explained the practical impact: if booking for a train opens at 10 am, only Aadhaar-authenticated users will be able to book between 10:00 and 10:15 am. After that, the system will open to others, including agents.
The new restriction reflects the Railways’ continued push to make the reservation system more transparent and user-friendly. By prioritising Aadhaar-authenticated users in the crucial opening minutes, the ministry hopes to keep tickets in the hands of genuine travellers and curb manipulation by middlemen. For passengers, October 1 marks the start of a more secure booking process.
