New Delhi: Stepping up attack on Narendra Modi in the wake of arrest of IPS officer Sanjeev Bhatt, Congress today alleged that BJP and the Chief Minister were running a `dictatorship` and a `vindictive state apparatus` in Gujarat which was crushing any voice of democratic opposition.

"BJP is running arbitrary, high handed, vindictive and harassing state apparatus in Gujarat where Modi`s word is law.

If he raises eyebrows with disdain, then someone`s fundamental rights must be crushed," party spokesperson Abhishek Singhvi told reporters here.

Alleging that Modi and BJP have thrown all democratic spirit and republic norms to the wind, he said what is being witnessed in Gujarat was an atmosphere of "intolerance of a narcissistic megalomaniac... hatered against those who voice democratic opposition.

"Whenever Modi sneezes in Gujarat, BJP must run helter-skelter in Delhi to disrupt Parliament or approach the President of India. They are...obliged and compelled."

The Congress attack on Modi came on a day when former Gujarat DGP R B Sreekumar targeted Modi over the arrest of Bhatt, claiming `Modi-phobia` had gripped police and bureaucracy in the state and the step was aimed at scaring all those who dared to oppose the BJP leader.

Sreekumar, who had in the past alleged that he was "victimised for exposing Modi government`s role" in post-Godhra riots in 2002, told reporters that for "maintaining Modi-phobia arresting a whistle-blower is inevitable."

Describing slain former Gujarat minister Haren Pandya as the "first whistle blower about Modi`s role in Gujarat riots", Sreekumar alleged that all those who dared go against Modi were victimised.
