The Odisha government has decided to stop issuing smart card Driving License (DL) and Registration Certificates (RC) from January 2022.
As per a notification issued by the Commerce and Transport Department, it has been decided to dispense with the issue of smart card and paper based RC, DL and other vehicle related documents with effect from January 1, 2022.
“The documents will be issued through Digitally Signed Certificate or through e-Signature as specified under the provisions of the Information Technology Act, 2000 (21 of 2000),” the notification read.
Under the 5T initiative to provide better service delivery and eliminate the delay in the receipt of DL, RC and other vehicle related documents, the Commerce and Transport Department shall develop a portal.
Through this portal, people can download the necessary vehicle related documents (PDF copy).
“The system is aimed at reducing both time and cost for citizens. Through the system, people can generate a copy of the documents at their convenience as well as instantaneously without visiting the Regional Transport Offices (RTOs) or waiting to receive the same by post,” the notification read.
Earlier, the Odisha government had entered into an agreement with M/s Smart Chip Limited, New Delhi in July 2006 for issuing Smart Card based DL, RC and paper based documents for Learners’ License, DL, Trade Certificates, Fitness Certificates, Permits and other services.
As per official sources, the concession period which was granted to the company up to July 28, 2021 has expired. The agreement between the Commerce and Transport Department and M/s Smart Chip Limited is going to be terminated with effect from December 31, 2021.
