Karunanidhi had cast doubts over it saying there were no adequate funds to implement it.
On the protests scheduled for April 9 and 15 against the ruling AIADMK`s "anti-people" policies including revision of power tariff, bus fares and "foisting" of cases against his partymen, he exhorted his supporters and people to turn up in good numbers to "sound a warning" to the AIADMK government.
