Foundation of Modern Bhubaneswar
On 13 April 1948, India embarked on a significant chapter in its post-independence history when Prime Minister Pandit Jawaharlal Nehru laid the foundation stone for Bhubaneswar, the new capital of Odisha. This event symbolised the nation's drive for progress and modernisation.
Planning a Modern Capital
The urban development blueprint for Bhubaneswar was crafted by Otto H. Koenigsberger, a German architect and urban planner appointed in 1946. Koenigsberger designed a city for 40,000 residents, centred on a grid-based layout that integrated nature with essential services, including markets, schools, and parks, and aimed at providing a functional living environment.
Reasons for Relocation
The decision to move the capital from Cuttack was largely influenced by the recurrent flooding and limited space. Bhubaneswar offered a strategic location with ample space for development. Following a resolution passed by the Odisha Legislative Assembly on 30th September 1946, the plan to establish the capital here was set in motion, with Koenigsberger at the helm.
Challenging Beginnings
Despite financial constraints, the city’s construction moved forward. The initial budget of Rs 2.85 crore reportedly grew to approximately Rs 6.37 crore. Essential infrastructure, such as the Odisha Assembly building, secretariat, and official residences, received priority.
