UGC restricts foreign students from enrolling in distance learning programmes

The UGC has mandated that only residents of India can enroll in Open and Distance Learning (ODL) programs, following territorial jurisdiction rules. This aligns with the Ministry of Home Affairs' directive that student visas will not be issued for foreign nationals seeking enrollment through franchise educational institutions offering distance learning.

The University Grants Commission (UGC) has released an important notice regarding enrolments under Open and Distance Learning (ODL) Programmes.

In its latest UGC notice, only a learner residing in India may be enrolled in ODL programs in compliance to the territorial jurisdiction for all the activities of a learner as defined in Annexure III of UGC (ODL Programmes and Online Programmes) Regulations, 2020.
