The National Education Policy (NEP) 2020 explores new frontiers of knowledge, which is the central doctrine of making India a knowledge superpower. To promote good quality research, the University Grants Commission (UGC) instituted the “Ph.D. Excellence Citation” to identify and felicitate the winners from different streams annually.

UGC issued the guidelines and directed Universities to shortlist eligible research scholars according to the procedure outlined in the guidelines and nominate them for citation on the portal, which will open on January 1, 2025.

It is pertinent to mention here that the UGC had conducted a study on the Ph.Ds awarded from 2011 to 2018. The study showed a growing trend in the number of students opting to pursue research degrees.

As per UGC, the total Ph.D. admissions doubled from 77798 in 2010-11 to 161412 in 2017-18. It indicates that the overall Ph.D. admissions increased at the rate of 10 percent per annum during the period.
