Civil servants in Odisha have been granted a 90-day timeframe to withdraw their resignations, following new regulations under the Odisha Civil Services (Pension) Amendment Rules 2025.

The Finance Department announced this development on Monday, allowing appointing authorities to permit the withdrawal of resignations in the public interest, provided the officer's service absence does not exceed 90 days from the resignation's effective date to the withdrawal application.

Key Provisions

Previously, withdrawal of resignation was contingent upon the resignation being tendered due to compelling reasons that did not compromise the officer’s honesty, efficiency, or behaviour, along with an essential change in circumstances triggering the withdrawal. 

The amendment introduces a clearer timeline along with the condition that a vacancy in the previously held position or an equivalent must exist at the time of the withdrawal application.

Changes in Retirement Gratuity

The amendment also revises the retirement gratuity ceiling. For employees retiring on or before 31 December 2023, the maximum gratuity remains Rs 15 lakh. However, it is elevated to Rs 20 lakh for those retiring from 1 January 2024 onwards. Furthermore, for state judicial service officers retiring on or after 1 January 2024, the gratuity limit is set at Rs 25 lakh.

The announcement reflects an effort to retain experienced officers within the government workforce while accommodating their potential changes in personal circumstances.
