A reference to judicial corruption in a Class 8 social science textbook has sparked concern at the highest levels of government, with Prime Minister Narendra Modi reportedly expressing displeasure during a Cabinet meeting on Tuesday.
According to sources, PM Narendra Modi questioned the appropriateness of introducing a corruption case involving the judiciary to middle school students and sought clarity on the process that cleared the material for publication.
“What are we teaching Class 8 children about judicial corruption?” he is learnt to have asked, while also raising concerns about oversight and monitoring mechanisms before such content reaches classrooms. The remarks reflected unease over how sensitive institutional matters are presented to young learners.
Supreme Court Imposes Blanket Ban
The controversy soon reached the Supreme Court. On Thursday, a bench headed by Chief Justice Surya Kant imposed a “complete blanket ban” on further publication, reprinting, or digital circulation of the NCERT Class 8 book titled Exploring Society: India and Beyond (Vol II), citing “offending” content.
Ordering the immediate seizure of all copies, the Chief Justice observed, “The judiciary is bleeding,” and spoke of a possible “deep rooted conspiracy” to undermine the institution. Show cause notices were issued to the NCERT director and the school education secretary, warning of potential contempt proceedings. The bench also cautioned against any attempt to bypass the order through alternate formats.
Government Apology, Chapter to Be Rewritten
Solicitor General Tushar Mehta tendered an unconditional apology on behalf of the department, stating that 32 books already in circulation were being withdrawn and the chapter would be rewritten by a new team. NCERT also apologised for “inappropriate content”.
The section in question referred to corruption, case backlogs, and the shortage of judges, though it also mentioned judicial reforms. The matter will be heard again on March 11, as authorities review textbook approval mechanisms.
