The Central Government has amended the Motor Vehicles regulations, introducing strict enforcement measures to ensure traffic challans are cleared before motorists can access key services. Under the new rules, vehicle registration will not be allowed if fines are pending, and applications related to driving licences will not be processed further until all outstanding dues are settled. This move forms part of broader efforts to enforce compliance and improve road safety.
If a vehicle incurs fines five times or more in a year, the owner may face legal action. Courts now have the authority to order the seizure of vehicles with pending fines. Notices of fines will be sent to offenders within 15 days, and through electronic means such as SMS or email within three days, to ensure timely communication of violations and dues.

Payment Deadlines and Legal Consequences
Vehicle owners have 45 days from receiving the notice to either pay the fine or lodge a complaint. If no action is taken within this period, it will be treated as a violation of the Motor Vehicles regulations, and further legal action will be taken against the offender. Registration certificates and licence renewals can remain blocked pending fine settlement, effectively restricting the legal operation of the vehicle.
The amended rules have been implemented from the New Year, reinforcing the government’s crackdown on habitual traffic rule violations and ensuring that motorists clear their fines before accessing essential transport services.
