High-level panel set up to overhaul DigiLocker framework, focus on expansion & commercialisation

In a significant move to strengthen India’s digital public infrastructure, the Ministry of Electronics and Information Technology (MeitY) has constituted a high-level committee to harmonize and modernize the regulatory framework governing DigiLocker. The panel will undertake a comprehensive legislative review of the existing Digital Locker Rules to align them with the evolving technological and legal landscape.

Chaired by former MeitY Secretary Ajay Sawhney, the committee comprises legal experts, technology specialists, and industry representatives, reflecting a multi-stakeholder approach. Beyond reviewing regulations, the panel has been tasked with charting a future roadmap for expanding the DigiLocker ecosystem. This includes exploring the concept of an “Entity Locker,” broadening institutional participation, and examining pathways for structured commercialization of the platform.

The committee held its inaugural meeting on February 24 at Electronics Niketan in New Delhi, where members deliberated on DigiLocker’s expanding role in advancing the government’s “Viksit Bharat” vision. Discussions focused on enhancing ease of living for citizens by enabling secure, paperless access to official documents, while also improving ease of doing business through seamless digital verification mechanisms.

The move signals the government’s intent to future-proof DigiLocker as a core component of India’s digital governance architecture. As digital transactions and document authentication increasingly shift online, a harmonized and forward-looking regulatory framework is expected to provide clarity, boost adoption, and unlock new use cases across public and private sectors.
