ECI launches nationwide voter list cleanup drive, 12 states, UTs to undergo SIR

In a major step toward ensuring transparency and accuracy in electoral data, the Election Commission of India (ECI) on Monday announced the second phase of its Special Intensive Revision (SIR), a large-scale cleanup and verification of voter lists across the country. The exercise aims to eliminate inaccuracies and strengthen the integrity of India’s electoral system.

12 States and UTs Included in Second Phase

The new phase will cover around 12 states and Union Territories, including Tamil Nadu, West Bengal, Kerala, Assam, and Puducherry, all heading for Assembly elections in 2026. Chief Election Commissioner Gyanesh Kumar said these states were prioritized to ensure their final rolls are updated well before polling.

The ECI has already completed a similar exercise in Bihar, where the final electoral list with 7.42 crore voters was published on September 30, ahead of the November elections.

Carefully Planned, Minimal Disruption

To ensure smooth implementation, the Commission will not conduct the revision in states where local body elections are ongoing or upcoming, as local poll machinery is engaged elsewhere. Such states will be included in later phases to maintain focus and efficiency.

Two preparatory conferences with state Chief Electoral Officers (CEOs) have been held to finalize the roadmap. For most states, the voter list from their last intensive revision between 2002 and 2004 will be used as the reference point.

Focus on Removing Illegal Migrants

A key objective of the SIR is to detect and remove foreign illegal migrants by verifying voters’ place of birth, a move that holds significance amid ongoing crackdowns on illegal immigration in several states.

Through this nationwide cleanup, the Election Commission seeks to reinforce the credibility of India’s electoral process, ensuring that every name on the rolls is genuine and every vote truly counts, a vital stride toward a stronger democracy.
