In a bid to curb the rising menace of drug and narcotic abuse among the youth, the Odisha Higher Education Department has issued a directive to all government and non-government aided colleges to launch extensive awareness programmes for drug-free campuses.

In an official communication dated July 23, 2025, Deputy Secretary to the Government, Dr. Ramesh Chandra Behera, has urged educational institutions to take proactive steps in creating a safe and healthy learning environment.

As per the directive, colleges have been asked to actively promote the MANAS (Mental Health and Normalcy Augmentation System) portal launched by the Narcotics Control Bureau (NCB). The portal allows students and citizens to lodge confidential complaints about drug use via the National Helpline 1933, email, or the Umang mobile app.

It also provides access to information on drug-related counselling and de-addiction centres.

Institutions have been instructed to conduct awareness campaigns on campus, encouraging students to take the Anti-Drug E-Pledge on the MyGov platform. Furthermore, the circular emphasises organising debates, essay competitions, painting events, and rallies to engage students and spread awareness about the harmful effects of drugs.

Additionally, the department has mandated special sensitisation sessions during NSS Special Camping Programmes as part of the state’s ongoing fight against drug abuse among youth.

The initiative comes amid growing national concern over substance abuse in educational spaces and reflects the government’s intent to involve colleges directly in preventive efforts.
